Fran - I have put small pieces in panels without foil - as long as the piece beside it is foiled it will stay in. One thing you can do is trim the foil so it "rings" the small piece but doesn't come up over the top. That way the piece is foiled on the sides but you can still see the top of the small piece in the panel. I do this quite a bit with the really small pieces that need foil.
